Description
Reporting to the Director of Engineering and Environment, the Division Manager – Engineering is responsible for planning, organizing, directing, and supervising the implementation of municipal construction and infrastructure, building, and road network rehabilitation projects following established plans, laws, and standards. He or she coordinates the preparation of plans and specifications, evaluates and controls costs, and supervises the work. As an engineer, he or she is also called upon to design, sign, and seal plans and specifications for various projects.
As part of their duties, the incumbent ensures rigorous operational management of their division, manages its human and financial resources, and actively participates in the implementation of policies and programs aimed at the continuous improvement of service and organization.
Main Responsibilities
1. Design and management of urban infrastructure development
- Carry out operational planning for the Engineering Division and develop relevant monitoring tools
- Direct activities leading to the completion of municipal projects: preliminary studies, preparation of plans and specifications, schedules, and cost estimates;
- Plan, organize, supervise, and control the construction and rehabilitation of infrastructure, buildings, and the road network;
- Approve plans to ensure they comply with applicable engineering laws and standards, the allocated budget, and the guidelines and objectives of the Engineering and Environment Department management;
- Perform technical calculations, design, sign, and seal plans for various municipal infrastructure construction and repair projects;
- Plan and supervise the preparation and drafting of calls for tenders for works and professional services within the department’s responsibility;
- Participate in the evaluation of urban infrastructure development or rehabilitation projects and submit recommendations to the Director of Engineering and Environment to ensure that proposed projects are consistent with departmental guidelines;
- Collaborate with the Environment Division, the Public Works Department, the Land Use Planning Department, the Water Department, and consulting engineers in the planning, development, and preparation of plans and specifications for municipal development projects;
- Analyze, verify, approve, and inspect projects submitted by the Land Use Planning Department following stormwater management regulations;
- Plan, coordinate, and supervise the work of civil engineering technicians and administrative staff under his or her responsibility;
- Analyze and approve design work, calculations, cost estimates, and civil engineering works prepared by technicians under their supervision;
- Prepare loan bylaw documents, including the corresponding tax effort;
- Prepare, supervise, and coordinate municipal works agreements between developers and their new residential development projects;
- Supervise and coordinate inspections of municipal construction sites and ensure that work complies with applicable regulations and standards in the field;
- Coordinate and monitor mandates awarded to consulting firms;
- Conduct studies on the viability of new development areas and carry out various preliminary studies on municipal service projects, and draft the corresponding reports and technical notes.
- Prepare and coordinate the explanatory documentation required to facilitate decision-making by the municipal council;
- Provide support to the various activities of the Engineering and Environment Department when required and act as an expert for other municipal departments in the estimation and planning of their projects;
- Collaborate with the Information Technology and Geomatics Department in the development and use of geographic information systems;
- Ensure that construction estimate templates are updated regularly;
- Manage and follow up on complaints and requests forwarded to your division.
2. Administrative and financial management
- Assist the director in implementing policies and programs aimed at the continuous improvement and management of the division and ensure their application following the decisions of senior management and the guidelines and objectives of the Engineering and Environment Department;
- Maintain professional relationships with municipal, provincial, and federal authorities, consulting engineers, experts, citizens, developers, land developers, and special interest groups.
- Establish internal governance mechanisms and work methods that promote effective communication and optimal use of available human, financial, and material resources in a spirit of collaboration among team members and other municipal departments to achieve the objectives set by the Engineering and Environment Department management;
- Prepare annual budget estimates for his division and monitor them to control expenditures;
- Conduct various research and analyses and present structured reports to facilitate decision-making on issues relating to the Engineering Division;
- Submit recommendations on the direction of the Engineering Division based on the objectives set by the Engineering and Environment Department management.
3. Human resources management
- Apply the provisions of collective agreements and maintain good working relationships;
- Ensure the orientation and supervision of new employees and identify the training and professional development needs of the staff under his or her responsibility;
- Act as the employer’s representative on personnel selection committees under his or her responsibility;
- Evaluate the contribution of the staff in their division and, if necessary, determine or recommend appropriate action.
4. Other
- Ensure compliance with occupational health and safety requirements;
- Act as a responder during emergency measures when required;
- Actively participate as a registered member in the activities of a recognized professional association representative of their sector of activity (e.g., AIMQ, CERIU);
- Perform any other duties related to their areas of responsibility.
Qualifications
Education
- University Degree in civil engineering;
- Member in good standing of the Ordre des ingénieurs du Québec;
- Additional management training (an asset).
Professional Experience
- Minimum of 5 years of experience in a management position;
- Professional experience in a municipal setting or with a municipal engineering consulting firm (municipal infrastructure design);
- Experience supervising employees.
Competencies
- Knowledge of various standards related to municipal underground infrastructure construction, stormwater management, roadworks, and the environment
- Proficiency in project management;
- Knowledge of Microsoft Office and design software (AutoCAD)
- Knowledge of geomatics software (an asset)
- Valid driver’s license / Class 5
- Certificate of completion of a construction site safety course (an asset).
- Fluency in spoken and written French and report writing skills;
