Description
Reporting to the City Council, the Director General serves as the City’s chief administrative officer and is responsible for the effective management of the municipal organization. The incumbent ensures the implementation of the Council’s policies and provides leadership in achieving the Town’s mission, objectives, and values.
The Director General plans, organizes, directs, and oversees all municipal administrative, financial, human resources, and operational activities, with a focus on efficiency, transparency, and high-quality service delivery to citizens.
As a strategic advisor to the City Council, the Director General supports decision-making by providing sound recommendations and ensuring alignment with established policies and priorities.
Main Responsibilities
Strategic and Organizational Management
- Collaborate with the City Council in developing the municipality’s strategic directions, policies, and development priorities.
- Ensure the development and implementation of the municipal strategic plan and organizational action plans.
- Translate the City Council’s guidelines into operational objectives for municipal departments.
- Ensure integrated and consistent management of municipal services by fostering collaboration among departments.
- Establish mechanisms for monitoring organizational performance and accountability.
- Optimize the use of human, financial, and material resources to ensure the efficiency and quality of municipal services.
- Identify emerging issues and recommend necessary adjustments to ensure the organization’s sustainability and performance.
- Develop and maintain constructive relationships with institutional, regional, and government partners.
Human Resources Management
In collaboration with the Human Resources Department:
- Plan, organize, and oversee human resources management across the entire municipal organization.
- Lead, engage, and support the management team and all municipal staff.
- Participate in staffing processes, including the selection, hiring, onboarding, and evaluation of staff.
- Ensure the implementation of collective bargaining agreements, policies, and human resources management practices.
- Lead or oversee negotiation processes with union representatives.
- Foster a motivating work environment based on collaboration, accountability, and communication.
- Implement practices that promote skill development, retention, and employee engagement.
Administrative and Legal Management
In collaboration with the City Clerk’s Office:
- Ensure the preparation and follow-up of City Council meetings, including agendas, minutes, and relevant documentation.
- Oversee the drafting, analysis, and implementation of municipal by-laws, resolutions, contracts, agreements, and calls for bids.
- Ensure that municipal activities comply with applicable laws, regulations, and policies, particularly in municipal and administrative matters.
- Manage document control, archiving, and access to information in accordance with legal obligations.
- Maintain professional relationships with government agencies, institutional partners, and regional authorities.
- Advise the municipal council on the municipality’s legal and administrative obligations.
Financial Management
In collaboration with the Finance Department:
- Plan, prepare, and administer the City’s annual budget in collaboration with department heads.
- Ensure rigorous oversight of municipal expenditures, revenues, and investments.
- Oversee the collection of taxes and other municipal revenues, as well as the management of payments and financial commitments.
- Prepare and present periodic and annual financial reports to the City Council.
- Plan and manage financing strategies, including borrowing and municipal debt management.
- Identify and coordinate applications for grants and financial assistance programs with various levels of government.
- Implement internal control and financial risk management mechanisms.
Citizen Services and Community Relations
- Ensure the quality, accessibility, and continuous improvement of municipal services provided to the public.
- Receive, analyze, and follow up on citizen complaints, requests, and claims.
- Maintain a constructive dialogue with citizens, community organizations, and local partners.
- Support local initiatives that promote social, cultural, athletic, and community development.
- Represent the municipality before various regional organizations and bodies.
- Ensure the preparation and mobilization of resources in the event of a disaster or crisis.
Governance and Institutional Responsibilities
- Organize and oversee municipal elections and referendums in accordance with applicable laws.
- Ensure the follow-up and implementation of municipal council decisions.
- Participate in municipal and intermunicipal committees as required.
- Support council members in the performance of their duties by providing the information and analysis necessary for decision-making.
- Manage and preserve municipal archives.
Territorial Development and Outreach
- Develop and implement strategies aimed at promoting the economic, residential, and sustainable development of the region.
- Identify and seize opportunities for growth, investment, and economic diversification.
- Collaborate with developers, investors, development agencies, and regional partners.
- Position the municipality as an attractive place to live for residents, businesses, and talent.
- Contribute to regional development planning in alignment with urban planning, environmental, and economic vitality issues.
Government Relations and Strategic Partnerships
- Develop and maintain close relationships with government agencies (provincial, federal) and institutional partners.
- Proactively monitor funding programs and grant opportunities.
- Represent the City’s interests before various decision-making bodies.
- Negotiate and structure partnership and funding agreements.
- Strategically position the City in regional and intermunicipal projects.
- Coordinate and oversee municipal projects across departments, in collaboration with various departments and partners.
Supervision
- Direct reports: 7 people
- Indirect reports: 50 people
Required Qualifications
Education
- A university degree in public administration, business administration, urban planning, finance, law, municipal management, or any other relevant field.
- Additional training in municipal management, public governance, or human resources management is an asset.
Professional Experience
- 5 to 8 years of significant management experience in the municipal sector.
- Relevant experience in team management, budget management, and organizational governance.
- Experience managing unionized staff.
Note: Any other relevant combination of experience and education may be considered.
Note: We are open to candidates nearing the end of their careers who have at least 5 years remaining.
Skills
- Knowledge of how the municipal sector operates and the applicable legislative framework is an asset
- Proficiency with computer tools and the Microsoft Office suite
- Good understanding of financial, budgetary, and contractual management principles.
- Excellent command of French, both spoken and written.
- Spoken English

- Serving in an advisory and support role to the City Council and the Executive Committee
- Developing the team’s skills (coaching and knowledge updates)
- Balancing the expectations of the municipal council, citizens, and partners while supporting the municipality’s harmonious development
- Ensure the compliance and integrity of the City’s administrative, contractual, and regulatory processes
- Optimize the quality and accessibility of municipal services provided to citizens in a climate of trust
