Description

Reporting to the Head of Budget Planning and Analysis, the Advisor Financial Planning & Analysis plays a central role within the Financial Planning and Analysis team, which serves as a business partner to actively support the NFB’s senior management.

The Financial Planning and Analysis team assists divisions, branches, and leaders in the administration of financial and budgetary matters. They make sure that all necessary policies, guidelines, and laws are in place. They develop resources and frameworks, scrutinize data throughout the organization, and craft stories and graphics to facilitate decision-making and budget projections. They collaborate closely with the organization to identify the crucial factors influencing financial success and guide the desired results.

In this context, the individual provides proactive support in various advisory and client-support tasks. These include regular and in-depth financial analyses, the development and monitoring of performance indicators, financial modelling and forecasts, as well as the development and ongoing optimization of tools and procedures.

 

Key Responsibilities

In the context of the internal clients (divisions or departments) assigned to them:

  • Ensures that clients comply with the Financial Administration Act and adhere to NFB or Government of Canada policies and guidelines regarding financial management.
  • Advises and assists directors in preparing annual and multi-year budgets, monitors budgets, and proactively notifies management of any variances.
  • Assists management with budget-balancing exercises; presents the results of cost analyses, recommends solutions to balance budgets, and updates monitoring tools for selected solutions.
  • Analyzes initiatives, agreements, and projects submitted for approval to ensure they comply with applicable policies, procedures, guidelines, framework agreements, laws, and regulations.
  • Certifies the availability of funds for the current fiscal year and any subsequent years for projects submitted for approval.
  • Trains, advises, and assists the client’s managers and staff regarding the organization’s policies and procedures.
  • Produces recurring financial reports (monthly, quarterly, and yearly) that NFB leadership needs.
  • Prepares financial analyses and reports for annual audits, studies, parliamentary inquiries, access to information requests, etc.
  • Manages the administrative aspects of assigned projects and helps to develop and update policies, guidelines, and administrative procedures.
  • Develops and implements metrics and tools to monitor and evaluate the effectiveness and impact of initiatives and projects.
  • Identifies opportunities for data optimization, ensures data reliability, and coordinates data sharing across departments using financial models and interactive dashboards to support decision-making.
  • Establishes pricing and prepares variance analyses for billable units.
  • Contributes to the evaluation and improvement of processes and systems, as well as the services offered by the financial and administrative management sector.

 

Required Qualifications

Education

  • University degree in finance, accounting, or equivalent
  • Hold a recognized accounting designation (CPA) (an asset)

Work Experience

  • A minimum of 6 years of relevant experience, preferably within a large organization.
  • Strong track record in cost management and in the preparation of management reports.
  • Proficiency in interpreting contracts, policies, regulations, and guidelines, as well as their implementation.

Skills

  • In-depth understanding of financial modelling, data analysis, performance metrics, and dashboards
  • Excellent knowledge of Microsoft Office (particularly Excel, PowerPoint, Word, and Power BI)
  • Experience using financial systems such as SAP or Cognos
  • Knowledge of programming languages (SQL, Python, DAX, etc.) is a plus
  • Bilingualism in both official languages (French and English), both spoken and written
